[ She's definitely embarrassed when he reaches for her clothes, but it isn't like she stops him either. In fact, she moves to pull off the belt first, and as she's wearing a dress rather than a mix of two... the whole thing comes off and she's left in just her black lacy underwear, stockings and shoes. Later she'll panic about having done this in a public area but right now she's caught up in the moment.
